They appear to be wireless based on the micro USB socket. I can power them up and get a blinking blue light, but my phone never sees them. I’m curious to find out the brand and was hoping that someone here might be able to help identify them.
UPDATE: Nevermind - I got them charged and paired, and based on the model number I’ve found that they are Modal HPBT101s. They can be found used on Amazon for $55. The reviews are OK, average of 3.5/5. Not bad for about $0.50...

Seconded. These looked familiar to me because I bought and returned a pair when they were branded as Insignia at Best Buy. I liked the form factor with the behind-the-neck band, but the sound quality was blah at best. Not really much point to them now that cheap high quality true wireless earbuds can be had in the same price range.
